'You're Barred!': Labour's Dispute with Pubs Forecasts a Upcoming Year Problem.

Government ministers returning to their constituencies this end of the week might breathe a sigh of relief as a chaotic parliamentary session concludes. Yet, for those looking to visit their neighborhood bar for a casual drink, festive cheer could be lacking. Actually, some may find they are not allowed through the door.

For weeks, venues across the country have been posting signs that state "No Labour MPs" in objection to revisions in business rates announced by the Finance Minister, Rachel Reeves, in her most recent budget.

This protest results in one fewer escape for many Labour MPs seeking solace from the difficult situation of their public disapproval. MPs now describe commonplace animosity in public spaces after a difficult first period that has seen the party's ratings drop sharply from around 34% to roughly under a fifth.

"It's challenging being the MP of the constituency you have forever lived in," commented one. "That pub is where we would go with the kids and just be a regular family. But the last few times we've just ended up being confronted by other drinkers. Now I'm not even sure we'll be able to get in."

This palpable disappointment is visible in a social media post by Tom Hayes, the Labour MP for Bournemouth East, discussing being refused entry to one of his regular haunts, the Larderhouse.

"We're in the festive period," he said. "However the Larderhouse and other establishments with a 'No Labour MPs' sticker in the window, they are undermining the community spirit that publicans have helped to foster." He added, "We have to get politics off the town centre completely, but especially at Christmas."

'Pubs Have a Special Place in the National Identity

After a tough times marked by economic pressures, the COVID-19 crisis, and evolving social trends, landlords were anticipating the chancellor's statement might bring some support—particularly through a overdue revamp of the commercial tax system.

However the chancellor dashed those expectations, leaving the system unreformed and choosing instead to reduce headline rates and commit £4.3bn over three years in financial support for the shops, pubs, and restaurants sectors.

While seemingly a positive step, the value of that support package has been dwarfed by the effect of a periodic property reassessment, which has caused the taxable value of hospitality venues to increase sharply from their pandemic-era lows.

Beginning in next April, rates are set to increase by more than double for the typical hotel and 76% for a pub, compared with just 4% for large supermarkets and 7% for logistics centres. A major hospitality group, which operates multiple brands, states it will face an additional tax bill of between £40m and £50m as a consequence.

Joe Butler, the landlord at the Tollemache Arms in Northamptonshire, said: "Virtually instantly, the worth of our business has doubled. That's going to be a massive rise for us."

This financial strain on publicans is inevitably reflected in the price of a customer's pint.

"A pint of beer is now unaffordable. When we first started here 10 years ago, we charged £3.40 a pint. We're now verging on £7 a pint," Butler added.

Simultaneously, Covid-era tax reliefs are being phased out, while sector businesses are still coping with increases in national insurance and the minimum wage from last year's budget.

"If you tried to design the most damaging financial plan for pubs and consumers, you would have come close to what we saw," said Ash Corbett-Collins, the chairperson of Camra, the campaign for real ale.

Many within the governing party think this is a battle they could have sidestepped, not least because of the vital place the local pub plays in society.

Richard Quigley, the MP for the Isle of Wight West, who also runs a chip shop on the island, commented: "We pledged for two years to pubs and hospitality businesses that we are going to help you out but then they get slapped with this revaluation. We must not see taxes going down for large multinational companies but up for local venues."

Some highlight that Keir Starmer himself has often been a regular at his local pub, the Pineapple in north London, and often references their importance to local communities. "We all enjoy nothing more than going to the pub for a drink, myself included," the prime minister stated in February.

Yet pollsters compare confronting pub owners to taking on NHS workers in terms of popular sentiment.

Joe Twyman, co-founder of the polling firm Deltapoll, explained: "From the Queen Vic to the Rovers Return, pubs have a cherished status in the public imagination.

"To a lot of individuals the neighborhood inn is regarded as an key pillar of the community, even if a good proportion of those same people will seldom drink there.

"The hazard with making an enemy of pubs is that your opponents will quickly accuse you of undermining the foundation of this country and its heritage, notably in the countryside. And they will be able to produce many powerful examples to make their case."

'Nothing Personal'

One such case is Andy Lennox, the landlord at the Old Thatch pub in Wimborne, Dorset, and the organiser of the "No Labour MPs" initiative. Lennox states he has handed out signs to nearly 1,000 premises and is mailing 100 more every day.

His action has been backed by a number of high-profile figures, including television presenter Jeremy Clarkson, who owns a pub called the Farmer's Dog, and singer Rick Astley, who part-owns a brewpub in north London—though the latter has said he will not actually ban Labour MPs.

"We have been asking for support for a considerable period," stated Lennox, who is calling for a short-term VAT reduction. "The government is dressing this up as a relief package but that's not what people are experiencing, and that is the thing that has aggrieved so many people."

A number within the sector feel a campaign banning individual politicians is could be counterproductive. "I doubt it's a good idea to ban the precise representatives we should be trying to engage with and influence," argued Corbett-Collins.

When questioned this week, the government department highlighted the assistance being provided to hospitality. "We have aided pubs, restaurants and cafes with the budget's £4.3bn funding. This comes on top of our work to simplify licensing, keeping our cut to alcohol duty on beer from the tap, and limiting corporation tax," a spokesperson stated.

The landlords, nevertheless, are in not the frame of mind to compromise, even if turning away MPs
